What is a Drought ?

Drought is a lack or scarcity of rain which goes on for an unusually long time.
The rainfall of a region or locality is calculated on the amount of rain which falls during a year __ including the number of days with rainfall of a certain type ---rain;snow and hail.
With each region having its own records of rainfall , people can measure if and when this is scare enough to become a drought.
